The Houston-Harris County Affordability Strategy is a joint initiative by the City of Houston and Harris County to develop a data-driven, comprehensive, and actionable housing strategy.
This strategy is designed to guide implementation over the next decade, ensuring long-term housing affordability and availability for all residents.

We are collaborating with the Greater Houston Partnership (GHP), HCHC, Kinder Institute, and other data providers, who are informing projections and analysis.

City and County Departments
We are involving planning, transportation, public works, and housing departments in shaping and implementing the strategy.

First convened in October 2025, the Advisory Committee has been meeting to guide the analysis, share preliminary priority areas, and give feedback on findings. These discussions have revealed that there is a growing shortage of affordable housing in Houston and Harris County, and that problem is impacting both renters and homeowners. Further, Houstonians across the income spectrum are increasingly impacted by this issue, not just those with the lowest incomes.
